     Corruption has become one of priority issues discussed worldwide. In any country, fighting corruption is certainly one of election program declarations of practically every party. Moreover, corruption has been permanently an agenda item of governmental and parliamentary meetings; it is continuously discussed by mass media, politicians, scientists, businessmen and public figures.

An anti-corruption plan on any level and in any sector: public or private, includes a number of system measures. They are, first of all, legal means and actions. That is, they consist of preparation and adoption of special international conventions, elaboration and approval of the corresponding national legislative acts, establishment of organizations and institutions blocking corruption, and in a socially psychological sense – it is a legal awareness, developing people’s so called anticorruption behavior model, notably, a stereotype of correct law-abiding attitude.  

Our company, having a status of an active player in the market of international air transportation services, having a long and profound experience of operations in various world regions on the basis of either short charter programs or long-term agreements, has undoubtedly taken a principal position of unacceptability in regard of corruption phenomena and it has always endeavored to fight against corruption on its level.   

        Nevertheless, having made a narrow analysis of the presence of such problems both nationally and internationally, Motor Sich Airlines management came to a conclusion that its activities in this industrial sector have to be in compliance with the basics of the corresponding international and national legislation, which standards and requirements shall be applied and used as the guidelines to provide a systematic approach to the struggle against corruption. Therefore, the company has developed and approved its own Anticorruption Program for the real implementation and use.

In this regard, to achieve practical results, there was taken a decision to take an advantage of the experience and assistance of an international consulting firm Global Advise Network (Denmark), which experts, during February – March of 2011, provided a number of practical services to prepare a necessary documentation package for Anticorruption Program, training sets of the company’s personnel, as well as that of corresponding instructions, which are based on:

-      Practical use of the whole set of the normative acts of the international legislation, forbidding a bribery of foreign public officers when conducting international business activities;

-      Direct participation of the private sector in the struggle against bribery, being carried out by various means;

-      Strong cooperation between business, governments and NGOs in the course of the implementation of the initiatives related to the struggle against corruption;

-      Growth of the awareness, that in the developing economies, corruption and bribery are the main factors, which push the companies to a shady sector;

-      Ban of the activities of the companies found guilty in corruption.

As a result of the close bilateral cooperation between our organizations, which has been going on, Motor Sich Airlines created and approved “Anticorruption Program of OJSS “Motor Sich Airlines” (as the company’s “Anticorruption Operation Manual”), which principal components can be found available in the present column.

Alongwith, there had been conducted (and the process has still underway) a number of practical training events and workshops for the company’s employees. There was developed a number of additional notification means for its business partners, agents and subcontractors of the enterprise. Finally, a special position of the Anticorruption Compliance Manager has been introduced within the company’s organizational structure to integrate and to monitor its technical compliance and implementation the policies of the Anticorruption Program of Motor Sich Airlines.
